Texture weirdness with 'UT 2004'?

I applied textures for this level's skybox, and instead of that floating water buildings tileset (can't remember the tileset name), they ended up looking like they do in the pic.

Originally the skybox used textures taken from the texture set with the arctic pictures (those big fuel tanks and snowy mountains and so on), but they looked the same as they do in the picture; just blue walls.

I've tried some other sky textures and they look okay, so what would cause this?

Ahh, with every passing day does my appreciation of Unreal Tournament (build 436) and UnrealEd 2.0 increase.

Apparently there is an issue with skyboxes and texture panning in the Ued for UT2k4. I don't remeber how to fic it specifically, but it is on the official forums
