If you haven't used either program yet, I don't think it matters. I use Photoshop, so I'm used to the interface and wouldn't switch to PSP.

I have used both, but only at entry level. I do see the differences in the programs. I think psp is a little easyer to use, but only because Ive been using it longer.

I'd go with PSP then. It can optimize filesizes just like Photoshop. Perhaps it's a bit easier to create transparent gif's in Photoshop, but I can't guarantee that.
