It can be a regular DVD player that I plug into my TV set, or a DVD drive.
Any recommendations? I'd like to stay under $100 USD if possible. 
I have some DVD's from Japan, and 1 from Spain.

I use the videolan player for that, the GUI is fugly but it is free with no strings attached.

VLC uses libdvdcss to read all DVDs, disregarding their zone. All regions are supported without any constraint. It doesn't work 100% of the time and can take a long while before it starts the DVD.
The part about not working 100% etc wasn't there last time I checked  .
Still, I didn't notice any problems reading Region1 DVDs on a Region2 drive.
