Ok, I'm adding Prohosting to the list of webhosts that arent worth bothering with
The Following Free Webhosts Suck:
1) 250free.com (Sign up here and half the world wont ever see your site)
2) Alexus Media (Accounts suspended before you even upload anything)
3) EHSolutions (THEY excede their monthly badnwidth limit all to often)
4) Prohosting (We lie to our customers about banner ads and dont actualy offer any support at all, or hotlinking)
So, in short I'm looking for a new free webhost, so that I can host images (of UT Maps) as well as a website, if you have any suggestions that meet the following criteria I would like to hear them:
1) A way to stop banner ad's appearing in frames such as title bars and nav bars
2) Ability to hotlink pictures, or at least link to them
3) Ability for the entire world to see the site
4) No account suspensions for no apparent reason

Sorry, but I don't think you'll find a lot of _free_ webhosts offering all that :/

What incentive is there for a host to give you space, bandwidth and support if they get nothing at all (no money, no promotion) out of it? How do you expect them to stay in business? You can easily find short term free hosting (as you apparently already have) because there are a dozen new hosting startups every day, but within a few months 10 of them will dissappear and the other 2 will be smart enough to start charging as soon as they have a decent number of users.
The only reliable, long term and bannerless "free" hosting options will be to use your ISP webspace (probably limited to 100mb or so) or find a friend or sponsor to host you at their cost.

Where in the entire post did I say NO banner ads or pop ups?
I said no banner ads IN NAV BAR OR TITLE BAR FRAMES, im perfectly happy to have ads otherwise
that out of the way, yeh my ISP gave me some free webspace, however I "need" a "Specialist Uploading tool" to use it which costs a monthly fee (Rip Off)
Ive found a way to display pictures without hotlinking or direct linking, so thats no longer an issue
Ive decided my next try out will be Geocities, as the banners are in a seperate bar that wont deform the site, I'l be prepping the site over next week
I do intend to move on to a payed site, however I need to be able to gain a source of income from it to support it first

Geocities? Oh no, don't even go there. To see images in geocities involves some weird operation of copying the image's url, opening the geocities main page and pasting the url in there It's different than the rest 
Yahoo, Tripod and Angelfire seem better choices. I have personal experience with angelfire (been a few years, but still...). I think they have the feature to have banners at the top of the page (in the page) OR have it pop-up in a new window. If that doesn't bother you, go with the pop-up banners They might have adjusted the rules by now, but check it out

And triPod is popup hell, IIRC.
An idea about yer webspace, and that crappy uploader you 'have' to use. Once you have the root directory, couldn't you just use WS_FTP?
However, yer ISP may see that as hacking or some shit and kick yer account completely. Maybe I shouldn't have even said anything - tread carefully there.
My ISP gives us 10 megs, but I'm over that already. They just give us hell for inordinate (almost commercial) bandwidth useage. i.e. - if yer gettin 40,000 hits in an hour, yeah, they're gonna get a little curious/upset...
